The invoice is not the monthly cost
A VPS price can change for at least six reasons: the billing term, a promotional discount, the renewal rate, tax treatment, setup fees and separate charges for storage, snapshots or egress. Comparing the largest number on a pricing card without checking those terms produces a ranking that is easy to reproduce and often wrong.
The useful question is not “what does month one cost?” but “what will this configuration cost over the horizon I actually plan to use?” A twelve-month horizon is a practical default for a small service because it is long enough to expose renewal behavior and short enough to remain comparable across providers.
Tax and currency
Hetzner publishes EUR prices excluding VAT and includes the IPv4 add-on in the composite used here. Netcup publishes EUR prices including 19 percent VAT on a twelve-month contract. UpCloud states that prices exclude local taxes. IONOS says state and local sales taxes may apply. These are not interchangeable numbers, and a buyer who can reclaim VAT has a different effective cost from one who cannot.
Currency adds a second layer. This dataset converts EUR offers to USD with the ECB reference rate of 1.1193 from 23 October 2026 and rounds to the nearest cent. The conversion is for filtering and comparison, not a quote. Your card issuer, the provider's settlement currency and the date of payment can all change the amount that leaves your account.
Promotions and renewal
Hostinger advertises KVM 1 at 6.49 dollars per month for an initial two-year term and states a renewal rate of 11.99 dollars per month. Netcup shows VPS 500 at 8.26 euros per month during a twelve-month term and a regular 9.50 euros. IONOS VPS M+ is five dollars per month for the first three months of a twelve-month term and fourteen dollars thereafter. Each promotion is real, but none of them is the long-run monthly cost.
A renewal-aware budget uses the higher of the effective monthly cost and the renewal price. For Hostinger KVM 1 that means 11.99 dollars, not 6.49. For Netcup VPS 500 it means 10.63 dollars after conversion, not the 9.25-dollar promotional equivalent. This conservative rule prevents a low first invoice from hiding a price increase that starts before the service has paid for itself.
Setup, storage and egress
Setup fees are easy to miss because many cloud plans charge none. Where a provider does charge one, it belongs in the first-year total. Storage can be just as important: Scaleway STARDUST1-S is priced as an instance, while persistent block storage is a separate product. A 0.44-euro instance with an uncaptured storage bill is not a 0.44-euro website.
Egress policy varies more than the pricing tables suggest. UpCloud Starter plans state zero-cost egress under a Fair Transfer Policy. Hetzner includes 20 TB in German and Finnish locations but only 500 GB in Singapore for CPX02. AWS Lightsail includes a transfer allowance but halves it in some regions. If your workload serves media or large downloads, transfer can dominate the monthly bill even when compute is cheap.
A twelve-month calculation you can reproduce
Write the calculation down. Add the setup fee, multiply any promotional months by the promotional price, multiply the remaining months by the renewal price, and include mandatory add-ons such as backup or block storage. Divide by twelve for an effective monthly figure, then compare that figure with the renewal price. Use the higher value as the budget basis.
Worked example: a plan costs 5 dollars for the first 3 months and 14 dollars for the remaining 9 months, with no setup fee. The year total is 15 plus 126, or 141 dollars. The effective monthly cost is 11.75 dollars, while the renewal price is 14 dollars. A budget of 12 dollars passes the effective test but fails the renewal-aware test; a budget of 14 dollars survives both.
Build a cost worksheet
A simple worksheet is more reliable than mental arithmetic. Use one row per candidate and columns for monthly price, currency, tax treatment, promotional price, promotional months, renewal price, setup fee, mandatory add-ons and included transfer. Convert every EUR value with the same dated exchange rate and keep the original amount next to the converted one.
Then calculate three numbers: the first-year total, the effective monthly cost and the renewal-aware monthly cost. The first tells you how much cash the service needs in year one; the second lets you compare plans with different promotion structures; the third protects you from a renewal shock. If a plan wins on the first number but loses badly on the third, describe that trade-off explicitly instead of hiding it in a single score.
What remains unknown
Some costs cannot be compared from public pages in this corpus. Backup add-on prices are unknown for several providers. Scaleway egress quotas and included block storage are not captured. Hostinger setup fees and tax treatment are not stated on the captured page. IONOS backup pricing is unknown. Those facts are not zero, and they are not a reason to pick the plan with the lowest visible number.
The correct response is to mark the gap, contact the provider or read the contract, and record what you learn with a date and a source. A price comparison is only as honest as its treatment of the costs it could not verify.
Keep the observation date attached to every price you use. A pricing page that has changed since the observation may invalidate the comparison, and a copied figure without a date is impossible to audit. If you cannot reproduce the number on the provider's current official page, treat the old value as historical evidence rather than a live quote.
Verification checklist
- Identify the billing term and every renewal price.
- Record whether prices include or exclude VAT and other taxes.
- Convert currencies with a dated reference rate and keep the original value.
- Add setup fees and mandatory add-ons to the first-year total.
- Include block storage, snapshots and backup charges where they are separate.
- Check egress allowances and what happens after the allowance is exhausted.
- Use the higher of effective monthly cost and renewal as the budget basis.
- List every unknown cost and verify it before ordering.
